A proud Michigan State University graduate, Scott brings the same Spartan work ethic and commitment to excellence to everything he does — from business to teaching to community leadership. As a 21 year resident of Naples, Scott will bring that passion and work ethic to the City Council.
BUSINESS
Before retiring in 2017, Scott had a long career as a successful money manager. He held the prestigious Morningstar 5-Star rating for Separately Managed Accounts for five years. He managed over $5 billion in Assets. His career gave Scott firsthand experience in financial stewardship, strategic planning, and responsible decision-making — skills he brings to city governance.
CIVIC
Scott currently serves on the City of Naples Planning Advisory Board and previously represented District 4 on the Collier County Coastal Storm Risk Management Advisory Committee, where he worked closely with county officials to find balanced, long-term solutions for coastal protection and flood resiliency. These roles have given him a deep understanding of the challenges and opportunities facing our city — from managing growth and improving infrastructure to safeguarding our environment and quality of life.
PERSONAL
For over 25 years, has been a tennis professional, teaching and mentoring players of all ages and sharing his passion for the sport throughout the Naples community. He also became a certified teaching professional in Naples favorite sport-- Pickleball. Scott has traveled to over 50 countries, and spends Summers in his wife's native country, Finland.

Scott was an avid bowler in college and on the Michigan State club bowling team.
Scott’s heart is firmly rooted in the Naples community. He and his family cherish the coastal lifestyle, the local businesses, and the strong sense of community that make Naples unlike anywhere else. Scott’s decision to run comes from a genuine desire to give back and ensure that future generations can enjoy the same Naples we know and love today.
Scott understands and will work for the needs of the entire City. Critically for North Naples —Gulf Shore, Park Shore, Naples Cay, and Seagate communities - Scott understands the unique challenges these waterfront neighborhoods face. No council member currently lives in the northern tier. Scott will ensure this constituency's needs are equally heard at City Hall.

Keep Naples, Naples — Smart, Responsible Growth
Scott believes growth should enhance, not overwhelm, our neighborhoods. He’ll work to stop reckless zoning variances that threaten Naples’ small-town charm and promote sensible planning that respects our city’s character, scale, and quality of life.
He supports redevelopment over hyperdevelopment, ensuring new projects fit the look and feel of Naples — not transform it.
Scott also believes in protecting Home Rule, keeping local decision-making in local hands. He opposes SB 180 and other Tallahassee efforts that would limit Naples’ right to govern itself.
Build a Resilient Naples | Make Resiliency More Than a Buzzword
Scott has led real resiliency planning — not just talked about it.
As a member of the Collier County Coastal Storm Risk Management (CSRM) Advisory Committee, Scott met personally with HOA presidents and neighborhood leaders across Naples to see flooding damage firsthand and gather their input for the Army Corps of Engineers. His community-driven approach helped shift the conversation away from destructive seawalls and toward smarter, more balanced coastal protection strategies.
To Scott, resiliency means more than storm protection — it’s about safeguarding our city’s infrastructure, digital systems, and public utilities from flooding, aging, and cyber threats like ransomware attacks that could disrupt critical services. He supports proactive repairs, cybersecurity measures, and flood mitigation so Naples is prepared for the next storm — not scrambling after it.
Invest in Infrastructure That Works
Naples’ infrastructure is aging — and in some areas, failing. Scott will:

Modernize stormwater systems to reduce flooding in vulnerable neighborhoods.

Prioritize responsible budgeting to fix systems before they break — saving taxpayers long-term costs.

Collaborate with County and State partners to leverage funding and expertise, ensuring Naples works in coordination, not isolation.
Protect Home Rule & Local Control
Scott believes decisions about Naples should be made in Naples — not dictated from Tallahassee.
He’ll stand up to state overreach and defend our city’s right to self-governance. Home Rule empowers residents to decide the future of our neighborhoods, zoning, and airport — keeping local voices at the center of local government.
Strengthen Regional Partnerships
Scott knows cooperation delivers results.
He’s built strong relationships with Collier County Commissioners and community leaders to find common-sense solutions on shared challenges like infrastructure, flooding, and transportation. Most new development occurs in unincorporated Collier County, yet it affects our traffic, flooding, and quality of life. The current Council has failed to build effective partnerships with the County.
As a Council Member, Scott will be a bridge-builder, not a bomb-thrower — ensuring Naples has a respected and effective voice in regional decisions that impact our future.
Represent All of Naples
There is currently no City Council member representing the northern tier of Naples — an area significantly impacted by flooding from Clam Bay and coastal canals.
Scott will bring that missing perspective to City Hall, advocating for residents in Seagate, Park Shore, Naples Cay, and North Naples, while representing the interests of the entire city.
He understands the local issues firsthand and will make sure every neighborhood has a voice in the future of Naples.

Fix the Naples 2045 Process
The Naples 2045 plan is fatally flawed in its current form. Initial data collection is being done while most residents are gone. I successfully proposed — and the Planning Advisory Board unanimously approved — moving that work to season when residents are here, but the City Council rejected it. That’s unacceptable. I’ll make sure residents, not special interests, shape Naples’ future.
